Pets generally stay in the room with you at hotels. Phone the vet school at Davis and ask if they can recommend a kennel that would take him for the night before the procedure (and explain that the problem is that he will not let you sleep if you're sharing a hotel room), or see whether you can drop him off the night before the procedure. One worst case scenario is that you book two rooms, sleep in one, put the cat in the other (you may want to _not_ lay that out specifically with the hotel when making the booking, in case they're uncomfortable with an animal staying the night in a hotel room alone). You'll likely be leaving so early in the morning for the procedure that the hotel will not know the difference.
You may also be able to arrange with a local vet to prescribe a kitty anti-anxiety drug that will make kitty sleepy enough to be quiet for the night-- I like that solution less but it's reasonable, since you want to get him treated while also being rested enough to drive.
