In preparation for the nasty horseback sequence, I spent a little while with some arrows and some baddies and some horseback riding out in Hyrule Field. 
Here's what I've learned so far.

- If you have the bow out but not readied/aiming, horse steering and movement works as usual.  You can steer normally, dash, etc.
    - Part of this normal behavior: If you set Epona going at a walk or trot and then take your thumb off the analog stick, she will slow down and eventually stop.

- If you have the bow out and are aiming, interesting differences emerge:
    - Whatever direction Epona was going in at the moment that you started aiming the bow, that's the direction she'll keep going in until you quit aiming, regardless of how you twaddle the analog stick.  She will cheerfully run into (and get stopped by) rock walls, trees, etc.  Now, if there were actually a person on a horse aiming a bow, they could use their knees to direct the horse.  I'm beginning to understand why the nasty horseback sequence was feeling so difficult - I thought I was directing the horse while I had the bow aiming, and it turns out I wasn't!
    - Whatever pace Epona was going at the moment that you started aiming the bow (walk or trot, or stopped), she'll keep going at that pace until you quit aiming and tell her otherwise.  This is not necessarily a bad thing; it means I'll be able to mostly keep up with the action when I *do* want to shoot something.

- If I have the bow out but not aiming, by the time I can Z-target an enemy on horseback, I'm usually too close to actually hit them with the arrow.  Or something; I have seen arrows not hit Z-targeted enemies multiple times now.  Just aiming with the pointer seems to work a great deal better if I wish to shoot a target when on horseback.
   Interestingly enough, this isn't the first time that Z-targeting turns out to be a bad idea.  Back at the forest temple boss, I Z-targeted plenty of bomb bugs to the guy's head, and it NEVER worked.  If I merely aimed in the general direction, that seemed to work a lot better.
